Flight schedule linked into turns

Arrivals and departures at each station are linked into aircraft turns, with overnight pairs and a clear mark on which links are known and which are inferred. Demand rules use these turns.

FTE ranges per workgroup

The low end assumes perfect placement of the shifts you allow; the high end is what realistic lines under your labor rules need. Bids built from a demand run target the high end.
